On June 21, 2021, changsha Municipal People's Government, Jilin University and Hunan Xiangjiang New Area Management Committee signed the Cooperation Agreement on Jointly Building Jilin University and Changsha Automotive Innovation Research Institute. On November 12, 2021, "Changsha Automobile Innovation Research Institute" was officially registered in Changsha Public Institution Registration Administration Bureau, and was listed as "Ten major technological Innovation Landmark projects" by Changsha Municipal government.

The Institute is jointly built by changsha Municipal People's Government, Jilin University and Hunan Xiangjiang New Area Management Committee. The construction period is 5 years (2021-2025). Jilin University and Changsha Science and Technology Bureau are responsible for the daily management, and changsha Municipal People's Government is responsible for the guidance.
